26 March 2025 - Communication on European Preparedness Union Strategy - JOIN(2025) 130 final The Commission will present a European Climate Adaptation Plan to support Member States in preparing for climate risks and strengthening the resilience of the Union. Also, the Commission will identify dual-use infrastructure and assets across Member States to ensure that investments support civilian resilience, societal security, and military needs in a mutually reinforcing manner building on military requirements. In particular, the Commission will “facilitate that Member States, when constructing or upgrading infrastructure on the trans-European transport network, consider the need, relevance and feasibility of going beyond the civilian transport standards for the purpose of accommodating the weight, size or scale of military transport of troops and material in accordance with NATO military requirements".

May 2012 - European Commission staff working document on Transport Security published on 31.05.2012 The Commission has published this Staff Working Document to consider what the focus of EU activity on transport security should be. The Commission does not bring forward any legislative proposals, but it does suggest areas for consideration, some of which could lead to recommendations for legislation at a later stage. The document is largely concerned with the land transport sector, which, with the exception of the movement of dangerous goods, is the least regulated mode at the EU level and where the Commission feels that there is a need to do more to improve security.

For establishing an Agency for the operational management of large-scale IT systems in the area of freedom, security and justice.
In the margins of the Council, the Mixed Committee (the EU plus Norway, Iceland, Liechtenstein and Switzerland) held an orientation debate on the possibility of setting up an agency for large-scale IT systems in the area of freedom, security and justice.
An agency for large-scale IT systems would be responsible for the operational management of VIS, SIS II and EURODAC, the IT system for comparing the fingerprints of asylum seekers and illegal immigrants, in order to facilitate the application of the Dublin II Regulation, which makes it possible to determine the Member State responsible for examining an asylum application. The new agency would also be charged with the operational aspects of any other large-scale IT system developed in the future in the area of freedom, security and justice.

Regulation (EC) No 1371/2007 of the European Parliament and of the Council on rail passengers’ rights and obligations (PRR) applies also in principle to domestic journeys.
The article 26 of the regulation is dedicated to security of passenger without any concrete measures. The text of this article 26 on Personal security of passengers is " In agreement with public authorities, railway undertakings, infrastructure managers and station managers shall take adequate measures in their respective fields of responsibility and adapt them to the level of security defined by the public authorities to ensure passengers’ personal security in railway stations and on trains and to manage risks. They shall cooperate and exchange information on best practices concerning the prevention of acts, which are likely to deteriorate the level of security."
